No, you can't access the configuration file for CPU or other resources to fix the issue. I recommend you simply close all unnecessary applications that are running on your device and then try to connect. Also, make sure you're running the latest version of Mobility Client. If you still have problems, you can't do anything because your phone may not have enough resources to run the application. Contact the support team for further information.
